haha...well the artist never reveals his secrets :D but what the hell -- just look for some textures here on DA, there is a s***load of them, just choose which ever you like and overlay it in the way you like -- i usually colour burn it...also the scratch lines, well just a pixel line with some noise added to it with pencil tool and overlay it...and of course some noise> Gaussian, Monochromatic>OK...oh right when you add the noise dont add it to the picture, make a separate layer and fill it with B&W and add noise to that> then overlay at w/e % you want

basically sit and play with it until you get it the way you want it
